The SIT, comprising women IPS officers, will also examine the leak of the First Information Report (FIR), which led to the disclosure of the victim's identity.
A division bench of Justices SM Subramanian and V. Lakshminarayanan held a special sitting on Saturday and passed orders on the petitions seeking a CBI probe into the incident.
The court said, as quoted by Live Law, "There was lapse on the part of the police and the university. Hence, it is inclined to form an SIT."
The court also remarked that the leaking of the FIR, containing the personal details of the victim, has to be viewed seriously and investigated.
"The FIR leak was a serious lapse on the part of the police, which caused trauma for the victim and her family. State to pay an interim compensation of Rs. 25 Lakh to the victim girl, which could be recovered from those who were responsible for the dereliction of duty and leaking of the FIR. The compensation ordered presently would not prevent the victim from seeking compensation in the criminal cases," said the Court, as quoted by Live Law.
"If necessary, the Tamil Nadu govt can initiate action against the Chennai Commissioner of Police for conducting a press conference and revealing the details of the investigation to the media," the bench said.

The orders were passed on a suo moto plea initiated by the court based on a representation made by a woman lawyer alleging a biased probe by the city police.
FIR Leaked While Working On CCTNS
Attorney General P.S. Ramana said the FIR leak could be due to a technical glitch. This happened while the National Informatics Centre (NIC) was working on the Crime and Criminal Tracking Network and System (CCTNS). He said the police have arrested 14 people who obtained the FIR and shared details, including the identity of the victim. The High Court also asked why the police did not take permission to talk to the media. The Attorney General said the District Collector, SP and Police Commissioner can talk to the media, but they did not have prior permission from the government.
